Carlos is based on the true story of Venezuelan revolutionary Ilich Ramírez Sánchez, also known as Carlos the Jackal. He founded a worldwide terrorist organization and, after several mishandled bombings, led the 1975 raid on the OPEC headquarters in Vienna, which killed three people.
